So China currently runs the world's largest rare earth element repository. Correction. The ONLY rare earth element repository. The US won't be able to harvest rare earths for another decade or more.
The only reason this is pertinent; Indus-Gallium Arsenide LED's can get expensive when purchased here in the US. For example, check out the Cree MC-E; its a 430 lumen, quad-die LED, and $25 for the bulb alone. No driver, no comprehensive heat sink, just bulb.
Anyway, the idea is to purchase a Prime knockoff 100 watt LED (from China) and slap it in a Cyclops spotlight. It will require a custom driver, as most LED's don't require 30 volts driven at 3000 milliamps, and a massive heat sink for distributing all that excess (wasted) energy.
The power supply will be a difficult task. My first thought was to use 3 12-volt deep-cycle SLA's, but those suckers are HEAVY and therefore not quite portable. I may resort to Li-ion or Lipo, but that will require a custom charging circuit from hell. Power supply can be classified as TBD...

- Update*
All parts have arrived and are being prepped for assembly. I tested the diode array with my regulated power supply (jesusgod is it bright!!). Picked up an additional SLA, putting the count up to 3 (36v, 7ah). Now for the egregious amounts of hackery...
